Warehousing Scheme Kenya
Besides growth of exports in our core markets and products, the geographic diversification is one of the key objectives of Pakistan's Trade Policy 2004-2005 and its export strategy. In view of world trends toward duty paid deliveries, ready stock buying by customers abroad, the need for broad-basing our export profile and geographic diversification, the Export Promotion Bureau has launched a scheme for warehousing Pakistani products around the world, beginning with a pilot project in Kenya. The warehousing scheme in Kenya was formally launched on March 21st 2006.
The scheme itself is as follows: The Export Promotion Bureau has hired warehousing space in Kenya, pertaining specifically to the cities of Nairobi and Mombassa, and offer the space to Pakistani exporters.
There will be no charges for storage for the first 180 days, but 50% of the amount will apply to the exporters for a further 90 days. After that, the traders will be expected to bear the full cost. The exporters will also have to bear all other costs incurred during storage, including but not limited to those incurred maintaining inventories, shipment of goods to Kenya, customs clearance, inland transportation to and from the warehouse, transit insurance etc. Pakistani exporters and their buyers would be expected to bear all expenses from the warehouse gate for onwards delivery within or outside Kenya.
Eligibility Criteria:
Pakistani exporters including commercial exporters, export/trading houses and groups of companies which may choose to collaborate amongst themselves.
Sales tax and income tax registered companies
Financially sound companies, preferably with a minimum 3 year track record of successful exports and good quality assurance/control in production, and preferably ISO-9000 certified.
The Kenyan law provides a list of products that cannot be kept in a bonded warehouse. A list of these prohibited products is attached as Annex-I. Other products, excluding rice, that are importable into Kenya, can be customs cleared and stored in a 'Free Warehouse' i.e. not in a 'Bonded Warehouse'. Exporters are advised to double check with their buyers about 'warehouseability' of their products in Kenya.
